On my 18 there is Potter Putty against the hull and about a 1/2” gap if I remember correctly. When I bought it 27 years ago, I would get a lot of water in the bilge and found the flared copper thru-hull was loose. Even though it was above the water line, I removed it and the problem went away. I think the flex in the hull made it a weak spot. So I glassed it over and drained box to bilge. About to rework it during the rebuild.
