The area under the bow eye is a open area, I keep my small anchor in there, its finished with gel coat with a drain hole to the bilge in the bottom. What a mess someone left you get that stuff out...

Fred, that sounds like you may be getting a little to much water in there, granted its an inboard but five gallons a day is a bit much on a 23 foot boat with a single shaft. I would try to track it...
