Gel Coating Vinyl Ester

Does anyone know for certain whether gel coat will form a chemical bond to Vinyl Ester?

He's asking $20,900. I checked it out this past weekend. The blocks of wood on the trialer are just the wheel chocks left there because it's tough to get them into the hull since they weight so much....
