Default Suzuki DF225 won't turn-over

Gents - Finally got around to hanging my used engine. All the wires are accounted for and in their proper place. Neutral switch on the engine checks out. Linkage adjustment looks good. All the warning lights & buzzers work when I turn it on. RPM needle indicates the hours and then settles back to zero. I can manually turn the crankshaft. I just don't get anything when I try to start it, no noise or attempt to turn over. I have a side mount binnacle that came with it. I didn't open it up as the cables came already attached. Is there a safety switch inside I should look at? Is there a way to jump the starter to verify that it works? Thanks in advance.
